Download the Netflix APK file and put it on a USB stick or a memory card. Then you can install it according to the instructions on page 35 in this manual: https://www.download.p4c.philips.com/files/h/hdp1690_eu/hdp1690_eu_dfu_eng.pdf
Disclaimer: I don’t own a HDP1690 myself and have never used one, let alone tried installing Netflix on it. The tips above are only what a little googling came up with.
By the way, this forum is for the PicoPix Max projector, so you’re likely not going to get much help with the HDP1690 here.
