Yes, It’s just (more) paperwork. To add on your product the CE (or EC) label you have to fulfil a declaration with all details concerning safety test (fire, electromagnetic, recycling, and others). Usually you pay a lab to do tests to comply the EU laws but all this is necessary when you sell the product not sure for a perk!

Hello here is an email from our forwarder.
We keep chasing him.
When he says: will be delivered to DHL: means we shipped by DHL Express from HK to Belgium, then Normal DHL to Germany for Custom Clearance, then Customs will release the goods back to DHL

If I understand what’s going on, the shipment is in Germany, has cleared EU customs, and is it now ready for individual shipments from Germany to customers.
Thanks! Although, tbh, I might have seen all that a couple of times in the past, already. 
As far as I understand it reaches DHL at 5.00PM German time from there they will start distribution (I guess tomorrow).

We just have to be patient …luckily we may get our PPM before the next CNY …or then after

Perhaps the PPM are located in an area of a customs warehouse which is not officially considered to be on German soil, but geographically located in Germany and reserved for objects awaiting approval
After customs have administratively validated the goods, it will pass the threshold of this famous buffer zone and will be officially entered in the register of authorized products and free of movement in the Schengen area.

i know, this thread is really really long and not really clear, but if you scroll through it you will find some helpful information, regarding to this shipment status. Long story short: just be patient, the status will hopefully change after 5pm german time.

yes exactly, 18.01.2020 17:57 is the first digital communication with DHL. the shipment was handled by one of DHL partners in Asia; real tracking will start as soon as the PPM are in proper DHL network (in Europe, after customs clereance, should be really soon). Hold still!
